Background: 

Background In USSR rights of the disabled were declared but not realized. There were discrimination of the disabled people in education, job placement, in life. There was social isolation. Man unfit for work was out of society.

MSE: 

MSE In USSR there was the service of Medical-Labour Examination. It determined degree of disability (3 gradations). Depending on gradation there was rendered assistance to a man in different volumes. This service was reorganized to Medical-Social Examination (MSE). To estimate state of health the service uses quantity of different characteristics including social ones. The MSE service has to develop Individual Rehabilitation Programmes. The MSE is managed by Ministry of Labour and Social Welfare. The service is financed at regional and municipal levels.

Reforms in Social Field Now The state tries to optimize its management especially of social part. Functions of services are specified. Their trends are changed. They use experience of others countries, but try to save our advances.

Problems in social field: 

Problems in social field The state is enormous and not uniform in social-economical status. There are much resources including rehabilitation one. Rehabilitation resources are developed rapidly. There are built prosthetic-orthopedic factories, rehabilitation centres, etc. There is no unified strategy of development of rehabilitation industry. But the unified strategy couldn’t be created now because nobody knows quantity of disabled persons and their real needs.

IT-technologies: 

IT-technologies To calculate disabled persons, determine their needs at federal and regional levels is required to use modern IT-technologies only. To describe rehabilitation resources (organizations worked with the disabled and for them), life environment of the disabled is need IT-technologies too.

IT for Rehabilitation: 

IT for Rehabilitation The main purpose of the project:to build new technology of work with the disabled in Russia. The main task of the project: to develop the federal automated information and analytical system of accounting and rehabilitation (System) of the disabled. Now an issue of the Federal Special Programme of social welfare of disabled people in Russia(«Social Welfare of disabled people 2000-2005») is dedicated to building of the System (the decree of government of Russian Federation 2000, Jan, 14 №36).

System Tasks:: 

System Tasks: assurance of standard maximum objective examination of people suffering with medical problems, for determination of extent of their inability. providing information to disabled, specialists, managers of all administrative levels, about rehabilitation services and organizations offering these services, legislative base, etc. analysis of handicapped needs and of accessibility of rehabilitation resources, of efficiency of particular regulatory documents , etc.

Individual Rehabilitation Programme (IRP): 

Individual Rehabilitation Programme (IRP) According to legislation assistance for a person with disability is based on IRP (IRP is developed by MSE after examination). IRP is intersection of three information fields: needs of a disabled person, existing resources, financial possibilities, ensured by legislation or by a disabled person. In the presence of this information specialist-rehabilitator can develop a IRP that one would be a base for direct rendering assistance to a disabled person. During IRP needs of a disabled person are fixed in the System. And then needs in rehabilitation resources can be analyzed.

Software Requirements: 

Software Requirements Support of large databases in actual condition. Modernization and development of the structure don’t require to change program’s code radically. Scaling of the System. Choice as system software Cachė of Intersystem, inc guarantees fulfillment of the requirements.

Software Requirements Guarantee of stable work with most operation systems (Windows xx/NT, Unix, etc.). Remote access. Connection to the System of unlimited quantity of users (disabled persons, specialists of MSE service and rehabilitation, officials, etc). Providing of protection of information from unauthorized access, hardware errors, etc. Support of current documents circulation. Applied software should be clear for users.

Building the System: 

Building the System Spade work Development of conception of the System (1996-2000). Development of Classifier of needs of disabled persons (2000). Development and realization of the main data storehouse: the Federal Register (2000). Development and realization of a regional data storehouse of the Register in Leningrad’s region (2000). Development of job places of specialists (10 categories) (1997-2001). Development references for some kinds of rehabilitation resources (1998-2000). Development of expert systems (2000-2003).

Building the System Practical Realization in Leningrad’s Region In Leningrad’s region there are automated several MSE offices at different levels (1998-2001). Different kinds of specialists are joined in united information environment (1999-2000).

Building the System Next steps Selection of a region for the pilot project (2001). Pilot project. Total installation of the System in a region (2002-2003). Instruction in installation of the System (2002-2004). Development of the System (2003-2005?).

Compare with Analogues One of approaches is to connect all organizations participated in rehabilitation. Strict requirements to hard-software complex. Necessity of a lot quantity of technical specialists. Loss of transparence in decision-making for users (i.e. disabled persons, officials, etc.)

Compare with Analogues Our system has strict system of service of an user. Minimum requirements to hard-software. Simplicity of maintenance of the System, minimum of technical staff. There is the procedure (based on legislation) of decision-making for an user. Expansibility of the System without losing integrity.

Conclusion: 

Conclusion Project is huge and there would be required several years to finish it taking into account irregular financing and changing legislative base. Certainly we don’t see all reefs on our way. So we hope for help of our colleagues with experience in developing such systems.
