European Accession Process of Turkey in the “Environmental Chapter” has already begun: 

European Accession Process of Turkey in the “Environmental Chapter” has already begun “Screening” as first part of the negotiations of the “Environmental Chapter” has been scheduled for April and May 2006 and will commence soon. However, the date for the “opening” of the “Environmental Chapter” (i.e. start of negotiations of transitional periods) is not yet set. Pre-Accession process is covered by the EC-Turkish Association Committee (113th Meeting in March), in particular Sub-Committee “Transport, Energy and Environment” PHARE Management Committee covers decisions for financial support such as waste water treatment and capacity building projects (“twinning”, „Pre-accession financial assistance programme Turkey“)

„Twinning“ : 

„Twinning“ “Twinning” as a well accepted tool in the European Accession Strategy aims at supporting candidate countries in implementation of the "EU-Acquis" and institution building is based on partnership between administrations of EU-member states and candidate countries / new neighbours: EU-members provide expertise via long term expert (Resident Twinning Advisor = RTA) and short term expert missions project duration: 1-2 years Since 2002, Turkey is eligible for financial support under the European PHARE-Programme including the participation in the twinning programme. Since 2002, 39 twinning project fiches were prepared by Turkey, accepted by the EU-Commission and circulated among member states German project proposals have been very successful: 19 out of 23 proposals submitted by German administrations were successful (January 2005)

„Environmental Twinning“: 

„Environmental Twinning“ Germany (project leadership BMU) co-operates with Turkey in the context of five twinning projects focussed on the Environment Chapter of the EU-Acquis with a Budget of all together 7.4 Mio €: Nature Protection (Natura 2000, Habitats Directive and CITES) 2004 - 2006 Waste Management (general issues), 2004 - 2006 Special Waste, 2005 - 2007 Air Quality (including emissions from energy power plants), 2004 – 2006 Noise Management, 2004 - 2006 a new PHARE-twinning project on the « EC Water Framework Directive » will be launched in 2006.

Twinning as pre-accession tool: outlook : 

Twinning as pre-accession tool: outlook Prioritary subjects are currently: (1) investments in the waste-management-infrastructure; modernization of the power generating industry; water supply and waste water management.

Environment: to be considered as a „heavy investment sector“: 

Environment: to be considered as a „heavy investment sector“ OECD wide levels of pollution abatement and control (PAC) expenditures available (early 2000s): by medium: water 45 %, waste 36 %, air 11 % by sector: a) public: water 50 %, waste 35 %, air 5 %, b) business: water 32 %, air 32 %, waste 28 % by country as % of GDP: Germany: 1.6 (public 1.3, business 0.3), Poland: 2.0 (public 0.8, business 1.2), Turkey: 1.1 (public 0.9, business 0.2). Turkey`s Assessments for future environmental expenditures 35 Bio € within next 15 – 20 years to meet European Environment Legislation (Minister PEPE, Berlin, 29 January 2005); annual market volume for disposal technologies (waste and waste water): 1 Bio € (68 Bio € next 20 years financed by public - 50 Bio € - and business - 18 Bio € (Turkish Ministry for Environment and Forestry 2005); 20 Bio US $ investments to modernise drink water supply to EU Standards (World Bank 2005) business opportunities in particular for technologies and BO(O)T models while domestic industries cover building measures

Selected „Highlights“ from previous enlargement processes transitional periods have been granted to all countries according to detailed implementation plans; cost of compliance with investment-heavy environmental acquis for acceding countries 50-80 Bio € (Urban Waste Water Treamtment Directive 15 Bio €); new EU MS will have to spend between 2 % and 3 % of GDP for the environment ; EU MS (EC) provide a wide variety of financial support programmes in pre-accession phase, trebled in 2006 by €8billion for Environment (appr. 20-25 % of total financial support). Intended Visit of Minister Gabriel to Turkey in 2006 Mr. Osman PEPE, Turkish Environment Minister, has invited the new German Federal Minister for the Environment to visit Turkey, this visit is planned to include Ankara, Istanbul and perhaps other cities, “Highlights” among other events might be A Joint German-Turkish Symposium (Conference), Legislation and Investments for the Environment – Turkey on Track to meet the Environmental Acquis ? A Joint German – Turkish Conference for the promotion of Renewable Energies

Proposal for a Joint German-Turkish Symposium (Conference), Legislation and Investments for the Environment The Ministry for the Environment proposes a Twinning-workshop during the visit of Minister Gabriel to Turkey in October; this workshop may provide German and Turkish companies with the opportunity to discuss environmental investment needs together with experts and representatives of the German and Turkish environmental administration. the German Ministry for the Environment welcomes any proposal to amplify the positive impacts of Twinning-Projects on German-Turkish business relations.
