WCDMA is the most cost-effective technology for transmitting combined voice and data Relative Cost 50 0 100 150 Mbyte/subscriber/month GPRS EDGE WCDMA

Slide4:

WCDMA has achieved faster growth than GSM in its initial months Millions of subscribers WCDMA GSM

Slide5:

Current situation with cellular communications development in Russia 3G Association: goals and composition 3G in Russia: R&D activities Conclusions

Slide6:

Simultaneous operation of systems with different standards Significant concentration of subscribers in Moscow and North-West regions Boost in activities of major operators Overloading of frequency spectrum intended for cellular networks Shortage of competitive equipment produced by home industry Drawbacks in effective legal regulation of cellular services market Inadequate level of digitalization of the public communication network Cellular communications development in Russia

Slide9:

Current situation with cellular communications development in Russia Subscribers boom Nationwide (federal) networks Capitalization increase in operating companies Regional projects in Russia, CIS projects Network support services New services New technologies

Slide10:

Key factors of 3G networks success Diversified services provided at competitive and transparent tariff plans taking into account needs of different categories of subscribers Wide choice of terminals, both affordable and easy to use Unhindered coverage and availability of inter-network and international roaming

Slide11:

Key factors promoting the introduction of 3G networks in Russia Availability of subscriber demand for high-speed 3G services Capability to create and develop further the new market of services, availability of creative potential for developing the industry of mobile content Further involvement of the country’s population in the world information environment; capability for accelerated construction of a multiservice packet switched public communication network Limited resources of existing cellular communication networks; tendency for loss in per user revenue of operators Responsiveness of equipment suppliers to entering the Russian market; capability to produce competitive equipment domestically Capability to deploy 3G networks gradually (or by fragments) and further development of competition between operators using different 3G technologies (CDMA and WCDMA)

Slide12:

Key factors limiting the introduction of 3G networks in Russia Undue delays with issuing licenses, lack of a clear definition of the procedure and timeframe for licensing Uncertainty of situation with allotting necessary frequency resources, when the 2 GHz band is loaded with radio electronic facilities of different purpose and lack of program for its conversion Insufficient level of development of the public broadband digital network Lag in developing legal and regulatory bills of general and specialized nature

Slide13:

THIRD GENERATION TELECOMMUNICATION NETWORKS OPERATORS ASSOCIATION (3G Association) Established in December 1999 with the assistance of the Ministry for Communications and Informatization of the Russian Federation President - Alexander KRUPNOV, Ph.D. Executive Director - Andrey SKORODUMOV, Ph.D.

Slide14:

3G ASSOCIATION OBJECTIVES Co-ordinating activities of parties involved in establishing 3G mobile networks throughout the Russian Federation Representing common interests of 3G Association members in publlic organizations of the Russian Federation Defining principles for 3G network engineering in Russia R&D organization and supervision Furnishing information for 3G Association members on deploying and operating networks

ASSOCIATED MEMBERS Participation in 3G Association activities Information Workshops for 3G Association members Monitoring 3G experimental networks in Russia

Slide18:

Preparing for the introduction of 3G networks in Russia: Key phases 1999-2000 Establishment of 3G Association; start of studies concerning main aspects of introducing 3G networks in Russia. 2001-2002 Operators – Association members deploy fragments of 3G trial zone 2002 Russian Communications Ministry approves results of studies. Introduction of 3G networks is recognized as one of the most promising courses of developing the industry. 2003 3G Association works out a package of documents identifying the procedure of introducing 3G networks in Russia for submittal to Communications Ministry. 2003 DELTA Telecom and “Moskovskaya Sotovaya Svyaz” are allotted frequency bands in 2GHz range for constructing an IMT-MC trial zone.

Slide19:

Procedure – 3G R&D Feasibility Study of future licensing and state regulation of 3G operators’ activities Compatibility-3G R&D Analysis of frequency resource utilization to solve compatibility problems in 3G networks in Russia Network-3G R&D Network aspects of 3G in Russia Fragment-Cellule - 3G R&D Alternative – 3G Effect of licensing procedure for operating activities on the process of shaping 3G service market Perspective Working out principles of shared use of 3G networks by operators R&D ACTIVITIES Principles of 3G network construction in Russia

Slide20:

R&D RESULTS Frequency bands for maintenance of 3G trial zone fragments were chosen Methods of EMC analysis and calculation of norms of frequency & territorial distribution were developed Recommendations on 2GHz range usage were developed Ways & means of network construction were recommended Licensing procedures for 3G networks were elaborated
